Development of process indicators for coastal zone management assessment in France ArchiMer

In order to assess local experiences of coastal management in France and their use of existing planning instruments, five case studies (Iroise Sea, Bay of Brest, Charentais Sounds, Morbihan Gulf, Bay of Arcachon) were selected along the French Atlantic coast for their geographic representativity, the issues at stake, and the coastal planning instruments under use. Social capital constitutes the cultural component of modern societies. Building social capital has typically been seen as a task for ‘second generation’ economic reform, but unlike economic policies and institutions, social capital is not created or shaped by public policy but is inherited throughout local communities successive generations. Enhancing social capital therefore is about promoting local knowledge deeply rooted into local communities’ practices on land and at sea. In its European Security Strategy, the EU states that the primary objectives is to craft a ring of well‐governed countries around its borders. This ‘ring of friends’ is fundamentally forged through the European Neighbourhood Policy, the Eastern Partnership and the Union for the Mediterranean, and apply not only to land areas but also to the large enclosed or semi‐enclosed water bodies which are the Baltic Sea towards the North‐East, the Mediterranean Sea towards the South, and the Black and Caspian Seas towards the East. The main content of the new European Water Framework Directive is presented. Within its river basin management approach, a special mention of coastal waters status is made. Among the issues at stake are the setting up of river basin management plans, including coastal waters, and water quality assessment system leading to an harmonized definition of quality objectives and their appropriate indicators.
